High Peaks Pure Earth has translated an official notice issued by the police in Gyurme Township (Ch: Jimai) in Darlag (Ch: Dari) County, Golog Tibetan Autonomous Prefecture in eastern Tibet (Amdo). The notice was issued on December 24, 2014.
The notice about businesses having to install cameras to monitor themselves is being shared by Tibetans on social media and mobile phone apps such as WeChat. It is also being noted by social media users that businesses such as restaurants, shops and hotels have to pay a fine of RMB 10,000 if they refuse to install video cameras.
Below is the full translation of the notice:
NOTICE
To: Major business owners and Self-Employed Businesses of the Gyurme Township, Darlag County
In order to strengthen the order and security in our district, effectively protect the interests of major business owners and self-employed businesses, maximise public justice and trust, we ask major business owners and self-employed businesses, to cooperate with the following below:
1. Within the district, business owners and self-employed businesses, are required to install security monitor devices by no later than January 28, 2014 [sic]. The recording capacity of monitoring devices need to be no less than one week, and the monitoring premise has to be completely thorough with no blind spots.
2. If the Hukou (household registration permit) of the business owner or self-employed business is NOT in Darlag County, they are required to apply for extended residence permit. If they have applied already, then it needs to be re-issued every six months.
3. Considering the distinctiveness of civil disputes in our district, the decision is made to protect public interests, thus hoping that major business owners and self-employed businesses will cooperate. If anyone refuse to cooperate, we will take serious action according to law.
